equipment and operations. Acceptance requires an amendment to the FY20/21 budget
to transfer reserve appropriation from Fund 213 (Grants/Project Contingency) to

* R. Discussion/approval/disapproval to submit an application to the Arizona Department
of Environmental Quality Environmental Protection Agency (EPA) Brownfields
Assessment grant. Under this program, Pinal Airpark will receive technical assistance
in the form of an EPA approved consultant who will conduct phase one and phase
two environmental assessments. These assessments will identify environmental
contaminates preventing redevelopment of structures at the Airpark. The application
was submitted on October 26, 2020, to gain access to the remaining FY20 funding, in

associated with the Village at Copper Basin Unit 5C-1, located in Section 27,

* V. Discussion/approval/disapproval to accept an Emergency Management Performance
Grant (EMPG) in the amount of $372,000 for Pinal County for Federal Fiscal Year
2020, and to authorize the Emergency Manager or his designee to execute related
administrative documentation on the behalf of Pinal County. Approval also accepts a
Fiscal Year 20/21 budget amendment to transfer reserve appropriation only from fund
196 (PW/Emergency Management) to fund 213 (Grants/Project Contingency) to
match the revenue and expenditure appropriations to the grant award. The budget
amendment also reduces the transfers in and out for the grant match. There is no

* W. Discussion/approval/disapproval to submit an application to the Arizona Department
of Emergency Management under the Federal Emergency Management Agency's
Fiscal Year 20 Building Resilient Infrastructure and Communities program to hire a
consultant to conduct research and create a plan for landscaping alternatives used to
reduce wind velocity in high-risk areas. When implemented will reduce or eliminate
damage to infrastructure, buildings, homes, and save lives. The county's project has

* X. Discussion/approval/disapproval to submit an application to the Arizona Department
of Emergency Management under the Federal Emergency Management Agency's
Fiscal Year 20 Building Resilient Infrastructure and Communities program to purchase
mobile generators and retrofit electrical systems at ten schools to be used as
emergency shelters during all-hazard events. The county's project has been accepted

* Y. Discussion/approval/disapproval of case CSR-005-20, a Comprehensive Sign Review
Package request by Ocotillo and Ironwood Partners/Arizona Commercial Signs to
allow the installation of two 11’-10” tall monument signs along North Ironwood Road
and East Ocotillo Road with an area of 148± sq. ft. Situated on APN 104-24-013G,
104-24-013C, 104-24-013E, 104-24-013F, and 104-24-013J (legal on file) the subject
site is located at the northeast corner of N. Ironwood Drive and E. Ocotillo Road.
The Community Development Director recommends approval as presented.

* Z. Discussion/approval/disapproval to align the FY19/20 award received for the
Coronavirus Emergency Supplemental Funding Program Award #ACESF-21-043
between the Arizona Criminal Justice Commission and the Pinal County Attorney’s
Office, through the Pinal County Board of Supervisors for the FY 20/21 budget. The
funds will be used for equipment and supplies. The acceptance requires an amendment
to the FY20/21 budget for $49,441. A transfer of reserve appropriation only from
Fund 213 (Grants/Project Contingency) to Fund 268 (Co Atty Misc Grants) to
increase revenue and expenditure appropriations. There is no impact on the General

* AA. Discussion/approval/disapproval for Award Agreement between the Office of the
Attorney General, State of Arizona, and the Pinal County Attorney’s Office, Eloy
Family Advocacy Center through the Pinal County Board of Supervisors for the
AG21-0005 RFGA Child and Family Advocacy Center Fund Grant Program in the
amount of $19,044.23. The award will help the Eloy Family Advocacy Center update
items for the center that will provide a safe and comfortable environment for victims.
The acceptance requires an amendment to the FY 20/21 budget to transfer reserve
appropriation only from Fun 213 (Grants/Project Contingency) to Fund 268 (Co Atty
Misc Grants) to increase revenue and expenditure appropriations. There is no impact

Attorney General, State of Arizona, and the Pinal County Attorney’s Office, San Tan
Valley Family Advocacy Center through the Pinal County Board of Supervisors for

the amount of $22,368.01. The award will help the San Tan Valley Family Advocacy
Center update equipment for the center that will provide a safe and comfortable

* AC. Discussion/approval/disapproval The Pinal County Attorney’s Office requests
approval to apply for the 2021 National Crime Victims’ Rights Week Community
Awareness Projects Funding Opportunity in the amount of $5,000. The National
Association of VOCA Assistance Administrators (NAVAA), in corporation with the
Office for Victims of Crime, is seeking proposals for innovative and collaborative
approaches to promoting community-wide public awareness of the rights and available
services for victims of all types of crimes during National Crime Victims’ Rights
Week, April 18, 2021, through April 24, 2021. There is no match requirement. There is

* AD. Discussion/approval/disapproval to waive a conflict with outside legal counsel Ed
Novak so that he may continue to represent and advise Pinal County Attorney's Office
on a potential attorney disciplinary matter. Mr. Novak is a member of the firm
Polsinelli, PC and the firm is counsel to one of the defendants in the opioid litigation.
Mr. Novak is not, and will not, be involved in any portion of the opioid litigation for
the firm and as such the County Attorney supports granting this waiver. (Chris

County and Puerto Peñasco "Rocky Point", a municipality in the State of Sonora,
Country of Mexico, on behalf of the Rocky Point Police Department for the purpose
of transferring ownership of two 2009 GMC Sierra 1500 Pickup Trucks, VIN#
3GTEK133X9G189938 and VIN #3GTEK13369G188463 from the County to

Arizona Safety Enhancement Stipend, and the Pinal County Sheriff’s Office, through

five (5) Automated External Defibrillators (AED's) for First Responders. Acceptance
requires an amendment to the FY 20/21 budget to transfer reserve appropriation only
from Fund 213 (Grants/Project Contingency) to Fund 203 (Sheriff's Grants) to

as: Glock 17 at $25.00 and Smith and Wesson AR15 at $330. Fair market value for
Glock is approximately $420 and Fair market value for the Smith and Wesson AR15
is $330. Purchase of issued weapon(s) upon retirement is also in compliance with
A.R.S. 38-1115A which allows a law enforcement officer upon his/her retirement to
purchase his/her issued weapon(s) at a price determined by the administrator of the
